Vintage vixens .. I need your help?

I recently picked up the cutest little peplum dress but I%26#039;m a little unsure about a few things. Before I start asking questions, here%26#039;s some info: It%26#039;s white with a purple/pink/turquoise floral print, short sleeved %26amp; comes with a matching belt.

1. Does the skirt part have to be fitted or can it be loose?

2. How long should the skirt length be?

3. How on earth do you work the belt? It%26#039;s one of those without the metal bit that goes into the holes, so it tends to loosen itself! I want it tight, for that wasp-waist look.

4. Too dressy to wear out shopping?

What do you guys think? Please let me know.

The good thing about peplum dresses is: you can wear it however you want. I prefer skirts fitted in general, and I would just cut off the belt and get a different one, but other than that, do it however you prefer.

And NOTHING is too dressy to wear out shopping.
Reply:Wait %26#039;til Halloween and flaunt it baby, flaunt it!
